Dear Sheriff McQueen:

On September 15,1998, the Commission suspended the Systematic Assessment of Licensee Performance (SALP) program for an interim period until the NRC completes a review of its process for assessing performance at nuclear power plants. During the interim period that the SALP program is suspended, the NRC has continued to conduct semi-annual Plant Performance Reviews (PPRs) to provide an integrated assessment of licensee performance.

The PPR evaluated information since the last assessment cf Brunswick Steam Electric Plant's performance emphasizing the last six months to reflect current performance. The evaluations were performed in all four major program areas (Plant Operations, Maintenance, Engineering, and Plant Support), but unlike the SALP process, numerical ratings were not assigned.

On July 20,1999, members of my staff will meet with the management of the Carolina Power and Light Company to discuss the performance of the Brunswick Steam Electric Plant facility.

You are invited to attend this meeting as an observer.

Subsequent to this meeting, we have scheduled time to meet with you, and other members of your staff es you deem appropriate, to discuss matters of mutual interest with regard to the regulation and performance of the Brunswick Steam Electric Plant.

This PPR meeting is scheduled to be conducted at 1:00 p.m. at the Brunswick Nuclear Plant Technical Training Center Auditorium,8470 River Road SE., Southport, NC 28461. The proposed meeting with you and other State and local government officials will be conducted at
