' Dear Mr. Keenan:
This refers to the inspection conducted on January 11 - 29,1999, at your Brunswick facility,
This was a Safety System Engineering Inspection (SSEI). The primary objective of this SSEI
was to assess the adequacy of calculations, analyses, and other engineering activities used to
support operability and reliability of the high pressure coolant injection (HPCI) and reactor core
isolation cooling (RCIC) systems.
The inspection found that you operated the systems consistent with the design and licensing
basis. Your engineering staff were knowledgeable and operated the systems with high

reliability. However, there was an example identified wherein your engineering staff did not
l
' have a complete understanding of the licensing basis requirements for the HPCI system. The
insoection results and the results of your internal self-assessments identified issues that we
understand you are correcting. One key issue was the inadequate quality of some 10 CFR 50.59 safety screenings and safety evaluations.
Based on tne results of this inspection, the NRC has determined that four violations of NRC
requirements occurred. These violations are being treated as Non-Cited Violations (NCVs),

consistent with Appendix C of the Enforcement Policy. These NCVs are described in the
subject inspection report. If you contest the violation or severity level of these NCVs , you
should provide a response within 30 days of the date of this inspection report, with the basis for
your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington DC 20555-0001, with a copies to the Regional Administrator, Region ll, and the
