Dear Mr. Keenan:
This refers to the inspection conducted on October 11 - November 21,1998 at your Brunswick
reactor facility. The enclosed report presents the results of that inspection.

During the six weeks covered by this inspection period, our inspectors found that your staff
.
generally took a safety coriscious approach to the activities conducted at the Brunswick plant.
However, two violations of NRC requirements were identified.
- Based on the results of this inspectio,1, the NRC has determined that violations of NRC
requirements occurred. These violations are cited in the enclosed Notice of Violation (Notice)
and the circumstances surrounding them are described in detail in the subject inspection report.

Violation A is of concern because the NRC identified two Standby Gas Treatment system
valves out of position during a control panel walkdown. Panel walkdowns by your operators
had not identified these misaligned valves. Violation B is of concern because you failed to
.
accurately identify and resolve repeated problems with a Nuclear Service Water system valve.

For Violation A the NRC has concluded that information regarding the reason for the violation,

the corrective actions taken and planned to correct the violation and prevent recurrence is
already adequately addressed on the docket in the enclosed inspection report. Therefore, you
are not required to respond to Violation A unless the description therein does not accurately
reflect your corrective actions or your position. In that case, or if you choose to provide
additional information, you should follow the instructions specified in the enclosed Notice.

For Violation B you are required to respond to this letter and should follow the Instructions
specified in the enclosed Notice when preparing your response. We are requesting a response
to review your actions to prevent recurrence due to the long standing nature of this problem,
