" POTENTIAL PLUGGING OF EMERGENCY CORE COOLING SUCTION STRAINERS BY DEBRIS IN BOILING-WATER REACTORS," DATED MAY 6, 1996 - BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 (TAC NOS.

Dear Mr. Keenan:

On May 6,1996, the U.S. Nuclear Regulatory Commission (NRC) issued Bulletin (BL) 96-03,

" Potential Plugging of Emergency Core Cooling Suction Strainers by Debris in Boiling-Water Reactors" to all holders of operating licenses or construction permits for boiling-water reactors (BWRs). The NRC issued BL 96-03 to ensure that the emergency core cooling systems (ECCS)in BWRs can perform their intended safety function to mitigate the effects of a postulated loss-of-coolant accident. The BL provided three options for resolving this issue including (1) installation of large capacity passive strainers, (2) installation of self-cleaning strainers, or (3) installation of a backflush system, in BL 96-03, the NRC staff specifically requested that licensees submit the following reports for each of their facilities:

1. A description of planned actions and mitigative strategies to be used, the schedule for implementation, and proposed technical specification, if appropriate.
2. A report confirming completion and summarizing actions taken.

In response to BL 96-03, Carolina Power & Company (CP&L) provided a letter dated November 1,1996, for the Brunswick Steam Electric Plant, Units 1 & 2 (BSEP 1 & 2). You stated that two different passive strainer options were being considered and that CP&L planned to implement one of those options. The first option was installation of larger capacity strainers on each loop of residual heat removal and core spray pump suctions in the suppression pool.

Those strainers were to be designed using the guidance in the Boiling Water Reactors Owners Group Utility Resolution Guidance (URG). The second option was installation of strainers in the i vent header downcomers above the suppression pool water line. As described in a project summary report submitted on June 5,1997, CP&L chose the first option of the suppression pool strainers.

The staff reviewed the URG and issued a safety evaluation on August 20,1998. By letter dated June 19,1998, CP&L informed the staff it had completed all actions requested by the bulletin.

These actions included: (1) completed installation of the larger-capacity suppression pool strainers on BSEP 2 by October 8,1997, and on Unit 1 by May 21,1998, and (2) continuing \
