REVIEW OF EMERGENCY RESPONSE FACILITIES On August 8,1990, Ms. A. T. Boland of the Region 11 staff conducted a review i

of the. emergency response facilities at your Brunswick site.- The review focused on the availability of workspace and comunications for NRC personnel in the event an Agency response is warranted for an incident at your site.

Facility tours were conducted in the Control Room, Technical Support Center, Operations Support Center, Emergency Operations Facility,.and Joint Information Center in order to identify t urrent NRC response: resources as well as understand Brunswick's emergency organization and response philosophy.

Concurrently discussions were held with members of the Corporate and site emergency planning staffs regarding NRC's Incident Response organization (Information Notice 86-18)- and ways of most efficiently intecrating the NRC response into -your existing Emergency Plans factoring in your organization, space and equipment capatilities, and lessons learned from NRC's participation in the 1988 Brunswick Eniergency Exercise.

A sumary of the modifications by area which would enhance-NRC's ability to effectively respond to the Brunswick site is provided in.the Enclosure.

Your staff indicated that incorporation ~ of these items could be. accomodated; however, should any impediments or questions be encountered during-implementation please contact A. Boland of my staff at (404).331-3758.

Inspector.

Operations Support Center Provide workspace and 1 telephone for use by NRC Health Physics personnel.

1 (This was satisfied by designating an office in the new OSC with an-alreadyexistingtelephone-#457-2263).

Joint Information Center Provide 1 additional space (2 total) at '.he head table in the briefing area.

Add workspace and I telephone at the TSC Management Table next to the Radiological Control Director for'the NRC Radiological Safety Coordinator.

Relocate ENS phone from NRC Room to the location of the Brunswick Communicator, thus providing an ENS phone for both'NRC and licensee use in l'

main TSC Comand Room.

Director of Site Operations for the NRC Emergency Response Coordinator (no additional comunications needed).

Reconfigure NRC workspace in main ~ E0F Command Room to accomodate 7-8 persons rather ~ than 4.

This area would then include NRC l

comunicators, - the Government Liaison Coordinator, - the Protective Measures Coordinator, and the Reactor Safety Coordinator.

Options to accomodate this included moving the NRC area to the back corner near the i

ERFIS room.

i Add 3 telephones to the NRC workspace in train E0F Comand Rocm as discussed in previous item.

Consider expanding the capability of the~ intercom to broadcast in the NRC Room.
