Request for Report on Midland Design Adequacy and Construction Quality In its interim report on flidland Plant, Units 1 and 2, dated June 8,1982, the ACRS recommended a broader assessment of Midland's design adequacy and construction quality and requested a report which discusses design and construction problems, their disposition, and the overall effectiveness of the effort to assure appro-priate quality.

With respect to assessment of Midland's design adequacy, such assessment would represent a significant contribution to the licensing review process if perfomed by a qualified, independent source following procedures utilized by sane operating plants for Independent Design Verifications. Our experience has been that Inde-i pendent Design Verifications can provide significant indications as to whether or not construction quality exists at a plant.
With respect to assessment of Midland's design adequacy, such assessment would represent a significant contribution to the licensing review process if perfomed by a qualified, independent source following procedures utilized by sane operating plants for Independent Design Verifications. Our experience has been that Inde-i                   pendent Design Verifications can provide significant indications as to whether or not construction quality exists at a plant. They have been useful, not only in areas where significant or ntanerous non-conformances may have been generated during construction, but also in areas where no non-confomance existed to direct special attention to a particular area.                                                     The credibility of such studies is significantly enhanced if perfomed by a source independent of the construction effort.
