This letter responds to Mr.Darrel G.Eisenhut's letter dated December 27, 1984 (Generic Letter No.84-24), which requested nuclear power plant licensees to provide certification pertaining to compliance with 10 CFR 50.49.Pursuant to Mr.Eisenhut's request, the following certification is provided for the Donald C.Cook Nuclear Plant Unit Nos.1 and 2: There is currently in place an Environmental Qualification (EQ)Program which is establishing the qualification requirements for the applicable electrical equipment.
We believe this EQ Program satisfies the requirements of 10 CFR 50.49 as we understand them, within the constraints currently approved by the NRC staff's Safety Evaluation (SE)dated January 11, 1985.To the best of our knowledge, as of this date, no further extensions beyond those currently approved for our Justifica-tions for Continued Operation (JCOs)will be requested from the Office of Nuclear Reactor Regulation.
In the event we discover any qualification deficiencies, we will treat them as noncompliances and develop a corrective action schedule with NRC Region III.It is noted that this certification does not apply to Regulatory Guide 1.97 equipment, which will be evaluated and qualified as part of our Regulatory Guide 1.97 review process.Additionally, it, is noted that the D.C.Cook Plant Surveillance/Maintenance/Replacement (SMR)Program is scheduled for implementation by March 31, 1985.The SMR program is being developed in compliance with the aging evaluation requirements of IE Bulletin No.79-01B.Electrical equipment required to provide at least one path to safe shutdown has been qualified, or JCOs have previously been provided, or noncompliances will be reported to NRC Region III under the Licensee Event Report (LER)reporting requirements.

Although there is no regulatory requirement for a formal mechanism to analyze in detail all IE Bulletins and Information Notices, we do have procedures in place to review these documents and initiate corrective or preventive actions if necessary.
Of the eleven documents referenced in Generic Letter No.84-24, four are currently undergoing review by the cognizant engineering groups directly responsible for the qualification of electrical equipment.
