SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM, BRUNSWICK p STEAM ELECTRIC PLANT, UNITS 1 AND 2 (TAC NOS. 63786 AND 63787)

By letter dated November 10, 1986, CarolinaPower&LightCompany(CP&L) submitted the Second Ten-Year Interval Inservice Inspection (ISI) Program,

,i Revision.0 for the Brunswick Steam Electric Plant, Units 1 and 2, for staff review. The staff, with assistance from its contractor, Idaho National Engineering Laberatory, reviewed the program, and the requests for relief from the ASME Code Section XI' requirements which CP&L has determined to be o impractical. 'As.a result of.this review, a Request for Additional Information (RAI) was. prepared describing the information and/or clarification required {

from CP&L in order for the staff to complete the review, this.RAI was sent to CP&L on April 2, 1987. Revision I of the 151 Program Plan was submitted in the CP&L's-responses to the NRC's RAI, dated August 19, 1987.

The' Brunswick. Steam Electric Plant, Unit I and Unit 2, Second Ten-Year Interval ISI Program Plan,-Revision 1, was evaluated for compliance with: a)the requirements of the 1980 Edition, Winter 1981 Addenda (80W81) of the ASME Code Section XI except that the' extent of examination for Code Class 2 piping welds has been determined by ASME Code Case N-408, b) acceptability of examination sample, c) exclusion criteria, and d) compliance with ISI-related commitments identified during the NRC's previous PSI and ISI reviews. The requests for relief from the ASME Code requirements which the licensee has determined to be impractical for the second 10-year inspection interval were also evaluated.

In accordance with the requirements of 10 CFR 50.55a(g), the staff concludes  !

that the Brunswick Units 1 and 2's Second Ten-Year Interval ISI program is f acceptable. The second 10-year interval began July 10, 1986 and ends July 10, i 1996. The relief request RR-1 and relief requests RR-3 through RR-7 are ,

, granted. The staff has determined, pursuant to 10 CFR Part 50.55a(g)(6)(1), l that the granting of these reliefs is authorized by law and will not endanger life or property or the connon defense and security and is otherwise in the public interest. In making this determination, the staff has given due consideration to the burden that could result if these requirements were imposed on the facility. The relief request RR-2, RPV Circumferential Shell o Weld, is not granted, howeur.
