On December 7,1979 a report was made under the provisions of 10CFR50.55(e) concerning the Nuclear Instrumentation Reactor Rate Trip Circuit.

In accordance with the reporting requirements of 10CFR21, the following information is submitted:

Nuclear Instrumentation Reactor Rate Trip Circuit C. Name of firm constructing the facility or supplying the component, activity or service:

Westinghouse Electric Corporation P. O. Box 355 Pittsburgh, Pennsylvania 15230 D. Description of defect, deficiency, or failure to comply:

A nonconservatism has been found in the error analysis assumptions used to determine the accuracy of the Nuclear Instrumentation Reactor Rate Trip Circuitry. The present allowance for instrument inaccuracy

- in the power range negative rate trip is 0.5%. This allowance was determined assuming that all circuitry inaccuracies preceding the rate trip differentiator cancel. Further analysis reveals that errors associated with precision, (hysterisis, repeatability, etc.)
