BBC Brown Boveri K-Line Breaker With Overcurrent Trip Device Model OD-4 or OD-5 (10CFR Part 21 Report)
Dear Mr..DeYoung:
Recently, during servicing of a BBC Brown Boveri low voltage K-line circuit breaker for a non-nuclear application, it was noted that an incorrect short time delay band. lever (link) had been inadvertently installed in the electro-mechanical over-current trip device. The use of this link could limit the travel of the short time armature and cause the short time element to be inoperative in the maximum (MAX) band.
(See Figure 17 of I.B. 6.1.2.7-1)
This condition could have occurred in the OD-4 and OD-5 models.
(This same link is also used in the OD-9 and OD-10, however, none of these have been manufactured in
' the time period of concern with respect to this report). The use of the incorrect link could have occurred between October, 1983 and March, 1985.
-During~ factory inspection and test, the condition was not detected since the practice
-was to test the OD in the MIN band only. Factory test procedures have been revised to check the OD-4 and OD-5 in the MIN., INT., and MAX. bands.
In addition, all the links of the type that were inadvertently used have been removed from the assembly stock area to preclude a recurrence of this condition.
- An. inspection of fif ty-five (55) K-line circuit breakers manufactured ' for the Seabrook Nuclear Station (Unit #2 only) in 1984 has indicated -that one pole of one circuit breaker had an incorrect link installed in the OD-4/5.
The other K-line circuit breakers with the OD-4 or OD-5 manufactured for Nuclear i applications during the Octob'er,1983 to March,1985 time period have been spare or -
replacement breakers..These are listed in Attachment #1.

-This condition could not occur in the other OD's of the K-line circuit breakers or in the circuit breakers utilizing the static trip devices, because the designs are different.

e'E There have been no reports of any problems encountered at any location utilizing the K-line circuit breakers because of this condition. Since the inspection can be readily performed visually, it can be accomplished at the first convenient oppor-tunity.
BBC Brown Boveri is sending a copy of this report to all Nuclear Stations utilizing K-line circuit breakers in Nuclear and non-Nuclear applications, since it is recom-mended that all K-line circuit breakers utilizing the OD-4 or OD-5 and manufactured between October,1983 and March,1985 be inspected for this reported condition.
A list of -K-line circuit breakers for non-Nuclear applications delivered to Nuclear stations between October, 1983 and March, 1985 is included with this report as Attachment #3.
. As a ready reference, Figure 17 of IB 6.1.2.7-1 mentioned earlier in this report is included as Attachment #4.-

OVERCURRENT TRIP DEVICE ADJUSTMENTS Pick-up settings may be changed by turning the Long-Time Delay Bond Adiostment appropriate adjusting screw until the moving indicator OD Types 4, 6, 20, 61 (See Fig.15) lines up with the desired pick-up point line.
OD Type 5 (See Fig.16)
NOTE: The top line corresponds to the top pick up Turn the adjustment until the top of the long time point, the second line from the top corresponds to the delay indicator is in line with the desired delay line second pick-up point from the top, etc.
( Fig. 14 ). Push the armature toward the magnet, allowing time for the oil in the dashpot to be displaced.
Short-Time Delay Adiostment Release the armature, allowing the armature to reset.
OD Types 4, 5, 9,10 (See Fig.17)
Check to see that the long-time indicator and line are Move the lever toward the left of the circuit breaker 80 that the short-time step pin con be moved to the in line. i NOTE: OD 3 has only one long time delay setting; which is factory set and therefore adjustment is not required.
