ThisletterrespondstoyourJuly20,1990,letterandprovidesconfirmation thatcorrective actioninresponsetothefindingsresulting fromtheon-siteauditoftheSPDShasbeentakenandtheitemsareclosed.Thespecificfindingsandourconfirmation ofclose-out aregivenbelow.SPDSIsNotContinuous oTheSPDSmonitordoesnotprovideanyvisualoraudiblecuestoalertoperators toachangeinstatusforthefiveplant-specificsafetyfunctions ondisplaysotherthanthetwo,topleveliconicdisplays.

R~esenseThemodification tolimitthekeyboardfunctions available ononeofthecontrolroomTSCcomputerterminals andprovideadedicated displayoftheSPDSiconicwascompleted onJuly2,1990,forbothUnits1and2.Thesoftwaremodification preventsauserfromaccessing anydisplaysotherthantheiconicdisplaysfromtheSPDS-dedicated terminal.

Alongrangesolutionisalsobeinginvestigated thatwouldpermitausertoaccessotherdisplaysontheSPDSdedicated terminalwhilestillbeingawareifanyadversechangestotheICONICDisplays'rocess variables.

Ifthisalternative solutionisfoundtobepractical itwillbeimplemented.

Somealarmsetpoints werereactortripvaluesandotherswereeitheranticipatory valuesorsystemcapacityvalues.Inaddition, theUnit2SPDSsteamgenerator lowlevelreactortripsetpoint, 21%,wasincorrectly setattheUnit1valueof17%.Inanothercase,theUnit1SPDShighTavgalarmsetpointontheSPDShadnotbeenchangedtoreflecttheamendedTechnical Specification value.R~esonseTheapparentdisparity intheselection ofreactortrip'alues,systemcapacityvalues,oranticipatory valueshasbeenrectified.

Thenarrow-range steamgenerator levellowlimitontheUnit2narrow-range iconicdisplaywaschangedtothecorrectreactortripsetpoint.

TheRCSaveragetemperature highlimitontheUnit1narrow-range iconicdisplayhasbeenchangedtothecorrectvaluecorresponding totheamendedTechnical Specification limitingcondition foroperation requirement.

0eratorTraininWithSPDSWasNotSatisfactor oControlroomdidnotknow,inallinstances, whatthenumerical valueswereforthehighandlowlevelalarmsetpoints foreachsafetyfunctionontheSPDSnarrow-andwide-range iconicdisplays.

~ResonseNumerical valuesforthealarmlimitsontheiconicdisplayhavebeenincorporated intothePlantOperators technical datareference.

Thegeneralphilosophy onhowthesevalueswereselectedwasincorporated intotheoperatorrequalification trainingbeginning inthethirdquarterof1990.Thisdocumenthasbeenpreparedfollowing Corporate procedures thatincorporate areasonable setofcontrolstoensureitsaccuracyandcompleteness priortosignature bytheundersigned.
