REPLACEMENT AT BRUNSWICK L ,

Generic _ Letter 84-07, " Procedural' Guidance.for Pipe Replacement at BWRs,"

requests that licensees' planning to replace recirculation system piping submit to the NRC a description of their radiation protection program.for the pipe replacement effort as early as possible before initiating the actual effort.

Since. recirculation pipe. replacement work has-now been performed at many plants, the resulting doses. incurred during.these maintenance operations have
dropped as experience. in performing this work has increased. Therefore, the staff will:not require the Brunswick licensee' to submit to the NRC a a description of their radiation protection program for the pipe replacement effort.

However, well in advance of the actual. recirculation pipe replacement, the

' licensee should prepare a detailed ALARA plan for this effort to be used to minimize personnel doses during the pipe replacement operation. This ALARA plan should_ include. appropriate pre-planning procedures and should incorporate.

lessons learned from similar operations performed at other plants. There should be early health physics involvement to ensure consistent ALARA integration into the job planning. .This means getting the maintenance and-operations groups involved in ALARA job planning'and establishing dose goals for'the planned replacement work. The ALARA plan should also evaluate the shielding, equipment, personnel training, and use of mockups needed for the pipe replacement work. Finally, the ALARA plan should include a' realistic estimate of the total cumulative dose expected from the planned pipe-replacement. This estimate should be broken down .into doses for each major task of the replacement work.

Although it is not necessary to submit this ALARA plan to the NRC for review, this plar, may Le reviewed by Regional inspectors as part of the normal outage inspection program, as appropriate.
