INTERGRANULAR~ STRESS COR0SION-CRACKING-(IGSCC) JINSPECTION AND' j REPAIR, BRUNSWICK UNIT 1 (TACJNO. 71409)

The staff has reviewed the 'submittals ~ dated July 18 and December 28, 1988, January 13. 27, February 20 and March 14. 1989 from Carolina ~ Power & Light Company (CP&L).regardingtheIGSCCinspectionandrepairperformedduringihe current l refueling outage-6 at Brunswick Unit 1.. Our review also considered the infonnation provided by your staff in theimeetings: held on December 9,.. .

1988 and February 22,-1989. CP&L reported;that a total of 92 welds susceptible j l

to IGSCC in various stainless steel piping (systems were' inspected during.this- j refueling outage and that 19 welds were'found'to contain~IGSCC indications.  !

These 19 welds consists'of 7' recirculation riser nozzle-to-safe-end welds, 10 ,

riser safe-end thermal- sleeve attachment. welds and;2 core, spray nozzle to - J safe-end welds. All 19 flawed welds were reinforced with' weld overlay for

. limited ~ service. . CP&L also' reported that there was no significant flaw growth' j

.in weld.28A8, which was found flawed during previousL refueling outage and'  ;

was left in-as stress improved condition.. 1 Based on~our review of the information provided by CP&L we find, that the inspection and overlay repair performed during thisLoutage meets the guidelines.

.in Generic Letter 88-01. Therefore, we conclude that Brunswick: Unit 1 can be' ,

safely returned to ope'.wtion for at least one additional fuel: cycle with l assurance that the integrity'of the reactor coolant pressure b; ndary will be maintained.

The. Safety Evaluation which provides the basis for the above lusions will be transmitted under separate cover. -

in CP&L's stress analysis, the~ weld overlay repair performed 'on the safe-ends'  ;

is acceptable only for one fuel cycle at this time. In. view of:the extensive i cracking of recirculation riser piping and safe-ends at Brunswick Unit 1:and l the recent' inspection results from another BWR'which question the effectiveness  ;

l- of hydrogen water. chemistry in mitigating crack growth, the' staff strongly recommends'CP&L consider replacing the' recirculation riser piping.and ~ safe-ends during the next refueling outage.

Lastly, we have concern about.the long term behavior of the piping and the-reactor vessel nozzles, therefore, we request that the plan for IGSCC inspection and piping / safe-ends mitigation and replacement during the next refueling outage be submitted for our review and comment at least three months prior to the start of the next refueling outage.

Please note that'we have not completed the review of CP&L's response to GL 88-01. When the review is completed, a separate Safety Evaluation.will be 1 forwarded to CP&L.
