In accordance with your application of March 22, 1978, as modified

' May 10, May 12 (two submittals), and October 27, 1978, and pursuant to Title 10 Code of Federal Regulations, Part 70, Special Nuclear Material License No. SNM-777 is hereby amended to authorize uranium recovery operations on lagoon residues in the extension of the north  ;

bay area and the use of revised airborne effluent controls. Accordingly, I Condition No. 18 is replaced with the following:

18. Notwithstanding the wording of Part 407.1, Airborne -

Effluent, on page 1 dated October 27, 1978, and page 2 transmitted May 12, 1978, the total quantity of airborne radioactive material released per week shall not exceed 25 microcuries (alpha). Prompt corrective action shall be taken and recorded whenever there is an indication that the 25 microcurie release rate is being exceeded.

Further, Condition 21 is added, to read as follows:

21. Within six months of the issuance of this amendment, the licensee shall submit a plan for the future decontamination of the places of use and site authorized by this license so that they can be released for unrestricted use. This submittal shall identify and discuss the factors that were considered in the design of the plan in sufficient detail to permit an independent review. The plan shall include an estimate of the costs involved and the financial arrangements that have been or will be made to insure that adequate funds will be available to cover these costs at the time of l decommissioning.

If All other conditions of this license shall remain the same.

Please note that this amendment does not authorize onsite burial of uranium-bearing residues, the proposed changes in ventilation controls transmitted by your letter of September 21, 1978, the construction and use of new lagoons, or changes in the groundwater monitoring program.

Furthermore, paragrg h 5 of Part 925.17.1 on page 3 transmitted by the letter of May 12, 1978, is, as regards proprietary information, superseded by your letter of October 27, 1978.

Our review of the September 21 application is being delayed pending receipt of the required license fee. The alternative lagoon designs, including the application of October 13, the proposed groundwater monitoring programs and changes in liquid effluent programs are under review.

We expect to be kept informed of process changes significant to safety such as the possible solvent change mentioned on page 5 of Sub cetion 925.17.2, prior to implementation of such changes.
