In response to several requests, two rectings are olanned with HRC staff and fuel-cycle licensees and their transportation agents.
The neetings are scheduled for August 23-25, 1977, and will be held in the facilities of the Defense Industrial Security Institute south of Richmond, Virginia. This location is the same as that of last year's workshop on Safeguards Contingency Planning.
The meeting on August 23 and 24 will be devnted to a discussion of the proposed rule on contingency planning (42 FR 25744) and will be coordinated by T. F. Carter, Jr., and his staf f.
During the necting on August 25, other members of the MtC staf f will be available to explain the Conmission's proposed new rules for upgrading safeguards

f n fuel-cycle facilities and transportation (42 FR 34J10). The enclosed agenda gives further detatis of the suojects to be discussed.
Registration foms for persons in your oroanization who are co'1cerned with these proposed rules should be completed and returned to T. F. Carter, Jr. A supply of blank foms is enclosed with this letter. Because space is ifmtted, w are asking that attendance be Ifmited to those whose registration forns are received by August 15, 1977.
In keeping wf th the spirit of the Federal Advisory Connittee Act, the meetings will be opon to the pubite. Discussions should therefore be kept in general tems that do not identify procedures for safeguarding Ilcensed Siti or detailed security tacasures for the physical protection of a Itcensed plant.
b The classroom facilities of the Defense Industrf 41 Security Institute are located in Section E, Building 33, of the Defense General Supply Center. Please refer to the map on page three of the attached DISI student infomation brochure for prectse infomation on the location of the Institute. Heeting attendees will be pemttted to use what is referred to in the enclosed student infomation brochure as student parting.
