Dear Ms. Williamson:

In reference to our telephone conversation and your letter of October 14, 1992, I have enclosed a map of the United Nuclear Corporation (UNC), Wood River Junction, Rhode Island site showing the relation of the site boundaries to the Amtrak line and the areas of the site where nuclear material was utilized or stored.

The restricted area, west storage area, and plant outfall' are all areas where radioactive contamination occurred.

However, these areas have been remediated and the Nuclear Regulatory Commission has determined that these areas are releasable for unrestricted use.

As can be seen, the Amtrak line is not in or near an area of former radiological contamination or near the portion of the plant regulated by the NRC.

Therefore, there are no. issues regarding NRC's licensing of this site which need to be addres:.ed in relation to Amtrak's proposed rail line improvement.

The fact that this site is on the Comprehensive Environmental Responsibility, Compensation and Liability Act Information System (CERCLIS) has no relation to NRC's jurisdiction over the site.

The NRC regulates radioactive material only.

The CERCLIS, produced by the U.S. Environmental Protection Agency (EPA), is a list of sites that have been evaluated for the presence of hazardous material contamination.

NRC only has jurisdiction over radiological, as opposed to hazardous, material.

Questions regarding hazardous contamination at or near this site should be directed to the EPA or Rhode Island Department of Environmental' Management.

If you have any questions, please call me at (301) 504-2565.

Sincerely, Jack Parrott, Project Manager Decommissioning and Regulatory Issues Branch Division of Low-level Waste Management and Decommissioning, NMSS cc:
