Reference is made to Mr. W. T. Crow's letter, dated March 24, 1987, issuing j
an amendment to reduce the authorized possession limits of your Materials j
License No. SNM-777 in response to a March 6,1987 request from your Mr. K. A.
1 Helgeson'.
Reference is also made to your February 5,1987 letter to Mr. R. F.
Burnett requesting an exemption from the physical protection requirements imposed by his January 8,1981 letter.

Inasmuch as your authorized possession limit has been reduced to less than one effective kilogram, there is no longer any requirement fcr you to main-tain a Fundamental Nuclear Material Control Plan or a Physical Security Plan.
Therefore, we are hereby withdrawing Safeguards Amendment MPP-2, dated April 5,1982, as well as the physical protection requirements imposed by Mr. R. F. Burnett's January 8,1981 letter in their entirety, effective immediately.
Subsequently, your submittal dated February 5,1987 to Mr. R. F.
j Burnett is hereby being withdrawn from consideration.
The material currently authorized by your License No. SNM-777 is considered to be SNM of low strategic significance as defined in 10 CFR 73.2(y)(1).
1 This amount of material requires application of the following regulations relative to safeguards:
10 CFR 70.51(b) and (d), 73.67(f) and (g), 74.13, and 74.15.
We have detennined that your February 5,1987 letter and enclosure contain information of the type specified in 10 CFR 2.790(d).
Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
