It was a
pleasure to discuss with you today the decommissioning and lica
,e termination issues of our UNC Rocovery Systems operation in Rhode Island.
As I informed you during our conversation we have completed cleaning grid B-126 and have submitted our soil sample results to your office.
Your proposal that it may not be necessary to have ORAU conduct verification sampling would significantly cut the time by which a final determination regarding the completion of decommissioning of the facility could be made.
Please advise os of your decision at your earliest convcnience.
Por you request we have provided an additional copy of the 1986 and 1987 sample analyses data for the r.onitoring wells.
I have also instructed Mr. Karl Helgeson to provide you with the results of our 1988 sampling tc date.
With regard to your request of April 26,
- 1988, that we remove all uranium from the site and submit a completed form NRC-314, I explained that because nf. contract consid Rations it is our desire to maintain a minimald in /entory at the site.
This will be necessary until sucM' time as we are certain that we will not be incurring any additional decommissioning costs.
We have only about two truckloads left on site that can be easily removed.
Your cooperation on this matter is appreciated.

Superfund legislation (CERCLA).
We are concerned that we do not want to complete our obligations under our license only to find that EPA or the State of Rhode Island have additional concerns under Superfund.
You ere no doubt aware that Superfund does not apply to NRC license facilities.
It may, however, apply once the license is terminated.
l Per your request I am enclosing a copy of the Preliminary Assessment for your information.
Perhaps after you-have had an opportunity to review it we can set a time when we can visit your office to discuss how to best resolve this matter.
