Physical Protection Program at UNC Fuel Recovery Operations (License No. SNM-777)

This refers to the meeting held in your office on October 11, 1978, between Mr. W. G. Martin of our office and yourself. This also refers to your telephone conversation with Mr. Martin on October 16, 1978, concerning physical security of your Fuel Recovery Operations.

With regard to the matters discussed, it is my understanding that you are taking the actions outlined in the attachment to this letter. 1. On October 16, 1978 firearms requalification of all individuals who are considered members of the security organization (i.e., contract guards, UNC Security Management Representatives, Armable UNC employees) will start, using the authorized revolver and carbine /M-14 rifle in accordance with established UNC procedures. A member of the United Nuclear Corporation Management staff is to be present during each

, such requalification to assure compliance with established UNC procedures. This task is to be completed by November 16, 1978 for all such personnel employed as of the date of this letter.

2. A program will be implemented to audit the training records for each guard to assure that guards are trained and qualified for their duties in accordance with Condition 9.3.35 of Materials and Plant Protection Amendment MPP-2 to License No. SNM-777 and as described in established Licensee Security Procedures.

Documentation of the audit results will be made available for exam-ination and review by NRC Inspectors. The audit is to be completed by November 1,1978.

3. Effective October 16, 1978, assure that the journal maintained by the UNC Security Management Representative accurately reflects the name, time and reason for the positioning of guards used as com-pensatory measures, routine post allocations and emergency situations and actions (i.e., spurious alarms, guards dispatched off site).

These procedures will be in place by October 20, 1978.
