Attached is a list of our comments on your Measurement Control Plan submitted June 6,1978 in response to 10 CFR 70.57(c) which require clarification by you.

In addition, we note that your plan (dealing with the certification of reference standards) does not fully satisfy our certification criteria. That is, the degree of standards verification (power of the test) is not adequately described. The values assigned to reference standards involved in your measurement systems should be verified to an extent that minimizes the potential undetected bias associated with the Inventory Difference (ID) quantity. There fo re ,

we request that you submit, within two months of the date of this letter, an assessment of the potential magnitude of ID bias due to the degree of verification that you currently perform on each reference standard.

- Section 4.2.1.2.2 _ Affirm that all instruments used in the preparation of standards shall be calibrated through an unbroken chain to a national standard or physical constant.

- Paragraph in Exhibit 4.2.1.2 Describe how these standards were-

. prepared and their SNM content verified.

- Section 4.2.1.4.1 Eliminate the words "to the extent practical" from the first sentence.

- Section 4.2.4.2 Change Vh to S /n statistic.

Section 4.5.1.2 The use of X-Bar or R Charts is permissible provided an analysis for trends is perf ormed every two weeks otherwise, both X-Bar and R Charts must be used.
