Letter, same subject, B. H. Grier, Director of Region I to f G. O. Amy, General Manager, UNC Pecovery Systems, dated December 10, 1980 As discussed in the referenced letter, UNC Recovery Systems has received an I allocation of burial space for the month of December from the State of South Carolina. On December 10, 11, 12, and 15, 1980, Region I of the Office of Inspection and Enforcement of the NRC performed an inspection of this packaged waste prepared for shipment and burial in December 198' by UNC Recovery Systems.

A representative of the Rhode Island Department of Heahn was preseit during part of this inspection.

The packages of waste to be shipped contain no lagoon or yard waste. The waste material is from the plant process area and consists of calcined ash, miscellaneous waste, used fi1+ers, locker room waste, and equipment items for burial. Attached is a listing of materials in each container. There are sixty-one drums and f sixteen boxes of waste to be shipped.

UNC_ Recovery Systems packaged the drums of waste under their Quality Assurance Program for Radioactive Material Shipping Containers, QAP-001, dated November -7, ,

1979, and their implementing procedure Standard Operating Procedure (S0P) No. '

III-C, Revision II, dated January 3,1980, entitled " Procedure for Packaging of '

Containers and Documenting Outgoing SNM Shipments", as required by 10 CFR 71.51.

The boxes contain low specific activity (LSA) radioactive material. UNC Recovery Systems has recently prepared and implemented their Quality Assurance Program i for Preparation of LSA Radioactive Materials, QAP-004, and their implementing procedure ~ SOP No. X-P, Revision 0, dated November 7,1980, entitled, " Packaging of Decontamination Waste". Four of the sixteen boxes were packaged under this formal program and procedure. The remaining twelve boxes were packaged prior to the implementation of the formal program and procedure.

State of Rhode Island 2 DEC 16 H23 The NRC inspector inspected the packages in accordance with the applicable por-i tions of Inspection and Enforcement Manual Procedure No. 86740B, dated April 1, 1980, entitled " Transportation Activities". The licensee opened and either verified or provided the acceptability of the packaging of all the drums. The inspector observed this activity on twenty of the drums. The licensee opened the twelve boxes which were not packaged under their new quality assurance program and implementing procedure and verified the acceptability of the pack-aging. The inspector observed this activity on five of these boxes. The licensee opened one of the four boxes packaged under the new quality assurance program I and procedure, under the observation of the inspector, and verified the accept-ability of the packaging. All packages were reclosed under the appropriate procedures.

On the basis of the above inspection, the NRC considers the sixty-one drums and sixteen boxes to be proper for shipment and burial at the Barnwell, South Carolina, burial site. I Sincerely,
