Confirmatory Action Letter, Rlll-97-002, from A. B. Beach (USNRC) to J. H. Mueller (Comed), dated February 25,1997, and 1 Supplement dated April 14,1997.

Dear Mr. Beach:

This is in response to Confirmatory Action Letter (CAL No. Rlll-97-002) dated l February 25,1997, and the Supplement to Confirmatory Action Letter Rlll 002 dated April 14,1997, both from A. B. Beach of the NRC to J. H. Mueller of Comed. These letters concerned actions to be taken at the Zion Station in preparation for restart following the reactivity event during the shutdown of Zion Unit 1 on February 21.1997. Following this event, the involved licensed operations and shift personnel were removed from licensed activities on i February 24,1997. Unit 1 was placed in.co!d shutdown on February 25,1997, j and both Units have since been maintained in cold shutdown.

Comed has evaluated the results of these comprehensive assessments of the causes of the reactivity event, and the generic deficiencies that may have contributed to it, and has developed the enclosed Zion Nuclear Station Recovery Plan (Recovery Plsn). The Recovery Plan is based on critical analyses of the reactivity event and contains the essential actions necessary to address and I

close-out the items identified in the Confirmatory Action Letter. These actions are in bold italics in the narrative summary portion of the plan and are shaded in the detailed action plans.

In addition to the actions identified in the Recovery Plan which resolve the issues identified in the Confirmatory Action Letter, Comed has included other improvement actions anticipated for completion prior to restart. As the Recovery Plan is implemented, Zion management will continue to review these improvement actions and emerging issues and adjust the Recovery Plan as appropriate.

As discussed at our recent public meeting, we would appreciate meeting with the NRC's Zion Restart Panel at your earliest convenience to discuss the Recovery Plan and actions required for the safe startup and subsequent operation of Zion Unit 2.
