FIRST TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM RELIEF REQUEST - f BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 (TAC NOS. 64742/64743) l By letter dated November 10, 1986, Carolina Power & Light Company (CP&L) submitted adescriptionofthein-serviceinspection(ISI)programforthesecond10-year interval of operation for the Brunswick Steam Electric Plant (BSEP), Units 1 and 2. Included in this submittal were requests for relief from both the first and second 10-year intervals. On April 3, 1987, the NRC staff requested additional information by two separate letters; one concerning the first interval relief requests, and the other concerning the second interval program and relief requests.

The staff, with the assistance of its contractors, Idaho National Engineering 4 Laboratory (INEL), reviewed the program, and the request for relief from the )

ASME Code,Section XI, requirements which CP&L has determined to be impractical. {

l Yhe staff has reviewed the evaluation reports from INEL, and has found that CP&L l has demonstrated that certain Code requirements are impractical, the proposed alternatives would provide an acceptable level of quality and safety, and that com)liance with the requirements would result in hardships or unusual difficulties )

, witicut a compensating increase in the level of quality ano safety. l In accordance with the requirements of 10 CFR 50.55a(g), the staff concludes that the CP&L determination under 10 CFR 50.55a(g)5 that Code requirements are i impractical is acceptable. Therefore, all relief requests for the first 10-year l ISI program requested in CP&L letter of November 10, 1986, as supplemented in June 4, 1987 are granted. The staff has determined, pursuant.to 10 CFR Part 50.55a(g)(6)(i), that the granting of these reliefs is authorized by law and will not endanger life or property or the comon defense and security and is i otherwise in the public interest. In making this determination, the staff has )

given due consideration to the burden that could result if these requirements j were imposed on the licensee.
