i This letter confirms your verbal approval to utilize Rhodamine WT dye to i              perform flow calibration tests of the circulating water pumps at Pilgrim Nuclear Power Station. The tests are scheduled to be performed during December 1993. During the tests a small amount of 20% active Rhodamine dye will be injected into the circulating water . intake. By measuring the dye concentration at a down stream location from the circulating water pump, mass flow rate will be determined for each circulating water loop. We plan to test pumps sequentially over a period of several days at various tide stages. The target down stream dye concentration will be less than 15 ppb (below the concentration at which the dye will be visible to the naked eye.) Due to the dilution of the second circulating water pump, dye concentration in the discharge flow to Cape Cod Bay will be approximately 7.5 ppb.
We also request exemption from the discharge canal, barrier net condition of                  l the Pilgrim Station NPDES Permit #MA0003557 for the period of December 1 to                  '
April 1 (winter season) of each year. Exemption from the barrier net
!              condition of the NPDES Permit was approved for the 1993 winter season in a letter from the U.S. EPA to Boston Edison dated December 30, 1992.              Past experience has revealed minimal fish concentrations in the vicinity of Pilgrim Station during this time frame while net damage has been frequent and costly.
l              Mr. Robert Lawton of the Mass. Division of Marine Fisheries has concurred with the barrier net exemption during this period.
