1 As part of the ongoing effort to reduce the use of chlorine (sodium hypochlorite) to maintain and improve biofouling control in seawater cooling systems, Pilgrim Nuclear Power Station (PNPS) is requesting approval to carry out side stream testing of MEXEL*) 432. This testing would be carried out at the Pilgrim site for a 6-12 month period beginning in July,1996 and will be performed by Marine Biocontrol Corporation, the biofouling consultant to PNPS.

D aring the side stream test period, a small test facility would be located near the intake of the plant. We propose to draw untreated sea water from the intake to supply 10-20 gallons per minute to each of the eight (8) test modules in the facility. Test modules would be treated with MEXEL*)  ;

at various concentrations and intervals. The test facility combined effluent would be under 200gpm and would drain into the plant discharge canal. We anticipate MEXEL*) concentration in the facility effluent would be < 20 ppm prior to mixing, and given the dilution of the plant discharge, MEXEL*) would be undetectable in that stream.

Attached are the technicalinformation and material safety data sheets for MEXEL*) 432. We would appreciate your written approval for use of this chemical at PNPS as described above by July 1,1996. SUMMARY

Mexel 432 is rarely found in the effluent streams ofplants using it for treating raw water systems, due to (1) its migration to the surfaces of piping and

l equipment in the system and (2) its biodegradability. The effects of Mexel 432 are .

j confined within the system being treated. Because dosing is intermittent and at sub-t lethal concentrations, only organisms that remain within the system are at risk.  ;

1 Mexel 432 migrates to the wetted surfaces of piping and equipment of systems undergoing treatment.

) Its efficacy requires its presence on the surfaces, not in the bulk water flow; it is effective without '

j maintaining a continuous lethal concentration in the circulating water. Dosage in an operating '

l system may be optimized to eliminate detectable concentrations in the effluent.

f Mexel 432 blodegrades rapidly in the presence of oxygen to carbon dioxide, water, and a trace of l i nitrogen oxide. The rate of blodegradation increases with increasing temperature and with increasing

[ oxygen availability, and can be accelerated by agitation and by aeration. Mexel 432 decomposes in

4 j The French national utility 81ectricits de France (EDF) has performed extensive tests on the i

j blodegradability of Mexel 432 at a nuclear power plant near Cattenom in eastern France. This plant is situated on the Moselle River, and its environment approximates that of many installations along

the Mississippi and other rivers in the central USA. These test Fesults have been corroborated in I additional testing at sites on other rivers in Europe.

A The following graphs are a part of these studies, and they describe the rate of biodegradation of Mexel 432 under varied controlled laboratory conditions. 6 APPLICATION hiexel 432 is a film-fomiing product with dispcrsant activity. It differs from other water

) treatment products in that it treats the wetted surfaces rather than treating the bulk water flow.

Injected near the water inlet, hiexel 432 migrat s to the surfaces of piping and equipment and forms a film. This film prevents the settling of mussels, barnacles, and other macrofouling species and gradually disperses esisting infestations.

i DOSAGE d

Dosage is a function of the wetted surface area of piping and equipment. not water flow rate.

f The typical dosage of hiexel 432 is injected during a short period of time. once per day.

During the course of treatment the dosage is " customized" for the system to ensure adequate protection and minimum dis:harge. This limits the effects of hiexel 432 to species that remain within the system being treated: it has negligible impact on the environment outside the system.

MONITORING s l

The concentration of hiexel 432 can be monitored by a simple colorimetric test. The presence of the protective film can be monitored by measurement of the electrical potential of the system surfaces.

SAFETY hiexel 432 is non-explosive, non-flammable, and non-volatile. It has low mammalian toxicity, and it is safe to transport. store. and handle. It usage requires no site insentory of dangerous substances. and it can be safels applied by plant personnel without special training or equipment.

hiexel 432 is alkaline, with pH of 11. Contact with eyes and skin should be avoided. Persons handling hiexel 432 should be equipped with gloves and eye protection. Other specialized protective clothing is generally not required.
