This    letter is in    response to Mr. W. L. Axelson's letter of December 1, 1988,        that forwarded the report on the routine safety inspection conducted on September 22 through November 16, 1988, on activities at the Cook Nuclear Plant Units 1 and 2        ~  The Notice of Violation attached to Mr. Axelson's letter identified one violation, which is addressed in the attachment to this letter.
