Dear Mr. Rosenthal,

Since Virginia Electric and Power Company's North Anna Nu-clear Power Plant is built directly on a geol.ogic fault, and the soil beneath it is saprolite, of dubious stability, the stability of the buildings has been questionable from the very beginning,- suspicions that have now been confirmed by the settlement of all buildings on the site.

Cause for apprehensive thought, is the sattlement of all four corners of the service water pumphouse, which have settled differentially. This settlement puts at riek the continuous supply of cooling water so necessary to safe operation of the plant and the constant accessibility of water to the most essential of all safety systems, the E=ergency Core Cooling System.

Given these unsafe site conditions, and rate of settlement in such a short span of time, it certainly seems most im-prudent to double the allowable settlement, in order to keep North Anna operating, regardless of risk to the public health and safety.

I submit to you, the Safety and Licensing Appeal Board, an urgent request to bring this whole matter before the public holding a hearing, wherein it might hopefully be proved tha't human lives are indeed the most important consideration, as:

is promised in the Atomic Energy Act of Congress.
