This letter constitutes our fonnal reply to the subject inspection report. It is our opinion that nothing in the report or in this reply is proprietory in nature.

Our response to the item of noncompliance cited in Appendix "A" of the report is as follows:

Miscellaneous Material in Reactor Building Cable Pans a) Corrective Action Taken and Results Achieved Foothill Electric cable pulling procedure FEC INI-007, requires cables to be installed in cable pans which are free of debris and rubbish. Prior to every cable installation, the inspector must verify a clean cable route in the pan system prior to placing the cable in the cable pan. Immediately after the plant tour of the Reactor Building and Cable Spreading Room, in which debris was found in the cable pans, clean-up crews were dispatched to remove the debris and rubbish which had accumulated after the last cable pull.

b) Corrective Action to be Taken to Avoid Further Noncompliance i Cable tray cleaning crews have been assigned to the Reactor Building and Auxiliary Building, including the Cable Spreading l

Room, on a continuing fixed weekly schedule so that each area l and location containing cable pans are inspected and cleaned i

c) Date When Full Compliance Will be Achieved This item will be considered to be in compliance by July 11, 1980, at which time a complete cycle of all areas will have been inspected and cleaned of debris if necessary.
