OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON SEPTEMBER 13, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on September 13, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

On September 13, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) pre-submittal information regarding ALT-06, (2) pre-submittal information regarding LAR 18-023, and (3) SNCs revised UIN for ITAAC Index No. 328.
The first topic discussed was pre-submittal information regarding ALT-06. The staff noted that there have been multiple pre-submittal interactions with SNC on this topic and thanked SNC for their efforts in developing this alternative request. SNC discussed the draft proposed alternative section of ALT-06, noting that the alternative proposes to eliminate the volumetric examination requirement for the austenitic stainless steel valve material on pipe-to-valve welds. SNC discussed that AP1000 design features implemented on the VEGP Units 3 and 4 valve-to-pipe welds has a smooth transition from the valve to pipe, which improves inspectability by providing better access to the far side of the weld volume. With these design features, it was possible to qualify a VEGP Units 3 and 4 specific ultrasonic examination procedure, which is based on the requirements of the latest version of PDI-UT-2. SNC discussed that 25 mock-ups were developed using the valve-to-pipe configurations at VEGP Units 3 and 4 to support development of the new VEGP Units 3 and 4 specific ultrasonic examination procedure. The staff noted that they understood SNCs request and provided comments on the draft alternative section. The staff commented that, to improve clarity, the request should include a paragraph that details the differences between the VEGP Units 3 and 4 specific procedure and PDI-UT-2. SNC stated that they understood the staffs comments and noted that they plan to submit ALT-06 by the end of September 2018.
The second topic discussed was pre-submittal information regarding LAR 18-023. SNC provided an overview of the LAR and walked through the pre-submittal presentation, noting that the changes proposed in LAR 18-023 are needed to allow installation of cabinets and panels in the PMS that are impacted by the proposed changes. LAR 18-023 proposes to revise the Updated Final Safety Analysis Report (UFSAR) to accurately describe the design and use of the watchdog timers (WDTs) in the processor module of the Common Q platform portion of the PMS. SNC noted that the safety function and operability of the processor module is not adversely impacted by the proposed changes. SNC discussed that NSAL 17-2, AC160 Processor Module Stall Timers Not Activated as Described in Licensing Basis, identifies that the software stall timer within the AC160 software is not enabled as per WCAP-16097-P-A, Rev. 3, Common Q Topical Report (TR), and a cycle time in the Common Q TR does not meet the as-built system. An extent of condition identified additional changes to WCAP-16097, and the changes were discussed with the NRC in 2017. SNC discussed that LAR 18-023 also proposes changes to the design description of the Common Q platform identified in the extent of condition review for NSAL 17-2 and that Westinghouse Electric Company (Westinghouse) plans to submit generic changes to the Common Q TR at a later date. The staff expressed concerns with SNC proceeding to make site-specific generic changes to the Common Q TR independently. The staff noted that in the 2017 discussion, Westinghouse presented that the generic changes to the Common Q TR would be requested by Westinghouse and then licensees would request that the approved TR would be incorporated into their licensing bases.
Although previous technical exchange meetings had occurred in 2017 between the staff, SNC, and Westinghouse, concerning the exact functionality and description of the WDTs, the understanding of how the staffs concerns were addressed was not evident in the documentation provided for the pre-submittal meeting. The staff explained that the language and diagram describing and depicting the overall WDT function were ambiguous. The staff also

Dixon-Herrity                                expressed concerns that information describing each of the WDT sub-functions within the overall WDT function may lead to a prolonged evaluation period as well as requests for additional information by the staff to ensure the staff understands the design details of each WDT function prior to making a safety determination. As a result, the timeline proposed by SNC for the submittal and potential approval of the LAR may be impacted. SNC stated that they understood the staffs concerns and noted that the request and timing of the request is tied to the construction activity associated with the proposed changes. The staff acknowledged SNCs construction-related concerns.
The third topic discussed was SNCs revised UIN for ITAAC Index No. 328. The staff noted that SNCs revised UIN addresses the staffs concerns. SNC stated that they plan to formally submit the UIN for staff review.
At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. There were no questions or comments from members of the public.
In the closed portion of the LAR 18-023 pre-submittal discussion, the proprietary details of SNCs request were discussed.
