Dear Mr.Denton:

This letter requests an extension until August 7, 1981 of the implementation date for a public notification system as delineated in Appendix E to 10 CFR Part 50.This extension is necessary due to un-foreseen delays in receipt of equipment from Alerting Communications of America (ACA), a siren manufacturer.

The original order with ACA for the required system equipment was placed on April 1, 1981 following a four month study by an AEP task force on how to implement the system for the 10 mile emergency planning zone for the Donald C.Cook Nuclear Plant.An additional survey over a six month period was also conducted by a consultant to determine the best possible means of providing early warning and notif-ication to the public around the Cook Plant.Both the AEP study and the consultant survey concluded that use of sirens was the best notification system for the Cook Plant.Me have had meetings with several local governmental agencies to explain the concept and operation of this public information system.Specifically, representatives from the Berrien County Board of Commissioners, Sheriff's Department, Township Supervisors, local fire officials and media representatives have been informed of the system and its operational aspects.Our purchase order to the siren vendor specified a delivery of the sirens to begin on June 1, 1981 in order to support the scheduled in-stallation completion date of July 1, 1981.Me were prepared in the field 8107080450 810701 PDR ADOCI4 05000315 F PDR

Mr.Harold R.Denton-2-AEP:NRC:0308H on that date to begin immediate installation of the siren equipment through the use of Indiana 8 Michigan Electric Company's Benton Harbor Service Division personnel who had been previously trained specifically for this work.However, the current schedule from the vendor indicates partial shipment of our order to take place on the weeks of June 22, June 29 and July 6.Installation would commence immediately upon receipt and is expected to be completed by August 1, 1981.Based on discussions with the Berrien County Sheriff's Department (BCSD),it has been estimated that.the testing of the system by a local contractor to the BCSD for installing the controls and testing the siren equipment will take an additional week.Barring any unforeseen delays in equipment delivery, installation of the sirens and control equipment, and testing of the system, we would expect that the system would be operational on approximately August 7, 1981.RSH/os Very truly yours, R.S.Hunter Vice President cc: John E.Dolan-Columbus R.C.Callen G.Charnoff R.W.Jurgensen D.V.Shaller-Bridgman NRC Region III Resident Inspector-Bridgman Joe Williams, Jr.
