FACILITY OPERATING LICENSE NPF-30 LICENSE RENEWAL APPLICATION ONLINE LR LffiRARY By letter dated December 15, 2011, Ameren Missouri (Union Electric Company) submitted an application for renewal of Operating License NPF-30 (LRA) for Callaway Plant, Unit 1 (Callaway).

On February 14, 2012, the NRC issued a notice of acceptance for docketing of the application (Agencywide Documents Access and-Management System [ADAMS] Accession No.

ML12024A262).

To improve the efficiency of the environmental and safety reviews of the Callaway LRA, Ameren Missouri is proposing to provide an online reference portal (referred to as the LR Library) that would allow the NRC staff limited read-only access to the basis documents and other reference materials cited in the Callaway LRA. The documents would be contained in the STARS Sharepoint System that would be accessed through the LR Library. The LR Library would allow the NRC staff to audit basis documents to determine whether the information contained in the documents supports the LRA.

The NRC has specified several conditions that must be met for the LR Library to be acceptable for NRC use. These conditions are the same conditions established for the Palo Verde Nuclear Generating Station when providing an LR Library for their LRA (ADAMS Accession Nos. ML091880425 and ML091900244) and South Texas Project Unit 1 and Unit 2 when providing an LR Library for their LRA (ADAMS Accession No. ML110620203). The conditions are listed below along with Ameren Missouri's agreement to the conditions.

  • The LR Library will be password-protected, and passwords will be distributed to NRC staff directly involved in the Callaway LRA review on a need-to-know basis.

  • The LR Library will disable any printing, saving, or downloading functions.

The Callaway LRA LR Library will disable any printing, saving, or downloading functions to any location other than a printer or server controlled by Ameren Missouri. (Ameren Missouri cannot prevent a user from printing a screen print or photographing the computer screen with a camera.)

  • The LR Library will be sufficiently secure to prevent staff from printing, saving, or downloading any documents.

The Callaway LRA LR Library will be sufficiently secure to prevent the NRC staff from printing, saving, or downloading any documents. (Ameren Missouri cannot prevent a user from printing a screen print or photographing the computer screen with a camera.)

  • Staff given password access to the LR Library will be informed of the conditions of use of the LR Library by NRC project managers.

Ameren Missouri understands that the NRC staff given password access to the Callaway LRA LR Library will be informed of the conditions of use by the NRC license renewal project managers.

  • The conditions associated with the LR Library must be maintained throughout the duration of the Callaway LRA review process.
