CALLAWAY PLANT, UNIT 1, LICENSE RENEWAL APPLICATION ONLINE REFERENCE PORTAL (TAC NO. ME7708)

Dear Mr. Heflin:

The U.S. Nuclear Regulatory Commission (NRC or the staff) has received your application dated December 15, 2011, for the renewal of Operating License No. NPF-30, for Callaway Plant Unit 1 (Callaway). On February 24, 2012, the NRC published a Federal Register notice of acceptance for docketing of the license renewal application (LRA).

To aid the environmental and safety reviews, Union Electric Company (Ameren or the applicant) and NRC staff discussed the use of an online reference portal that would allow the NRC staff and associated contractors limited, read-only access to the basis documents and other reference materials cited in the Callaway LRA. The online reference portal would allow the NRC staff to audit basis documents to determine whether the information contained in the documents supports the LRA. In cases where the staff identifies documents as necessary for its analysis of the LRA or development of the EIS, the staff will formally request those documents to be submitted on the docket.

As discussed in your letter dated March 28, 2012, you proposed and agreed to the following conditions:

The LR Library will be password-protected, and passwords will be distributed to NRC staff directly involved in the Callaway LRA review on a need-to know basis;

• The LR Library will disable any printing, saving, or downloading functions; The LR Library will be suffiCiently secure to prevent staff from printing, saving, or downloading any documents;

• Staff given password access to the LR Library will be informed of the conditions of use of the online reference portal by NRC project managers;

• The conditions associated with the LR Library will be maintained throughout the duration of the Callaway LRA review process.
