Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2 and 3 Docket Nos. STN 50-528, 50-529, and 50-530 License Renewal Application Online Reference Portal By letter no. 102-05937, dated December 11, 2008, Arizona Public Service Company (APS) submitted a license renewal application (LRA) for PVNGS Units 1, 2, and 3 (Agencywide Documents Access and Management System [ADAMS] Accession No.

ML083510627). On May 15, 2009, the NRC published a Federal Register notice of acceptance for docketing of the application (74 FR 22978).

To improve the efficiency of the environmental and safety reviews of the PVNGS Units 1, 2, and 3 LRA, APS is proposing to provide an online reference portal (electronic reading room) that would allow the NRC staff limited read-only access to the basis documents and other reference materials cited in the PVNGS Units 1, 2, and 3 LRA.

The documents would be contained in the Document Retrieval and Research System (DRRS) that would be accessed through the LRA online reference portal. The LRA online reference portal would allow the NRC staff to audit basis documents to determine whether the information contained in the documents supports the LRA.

By letter dated April 15, 2009 (ADAMS Accession No. ML090890219), the NRC specified several conditions that must be met for an online reference portal to be acceptable for NRC use. Each of the conditions specified by the NRC in their April 15, 2009, letter are listed below, along with APS's agreement to the conditions.

" The online reference portal will be password-protected, and passwords will be distributed to NRC staff directly involved in the [PVNGS Units 1, 2, and 3 LRA] review on a need-to-know basis.

APS Response The PVNGS Units 1, 2, and 3 LRA online reference portal will be password-protected, and passwords will be provided by APS to the NRC license renewal project managers to be distributed to staff directly involved in the PVNGS Units 1, 2, and 3 LRA review on a need-to-know basis.

" The online reference portal will disable any printing, saving, or downloading functions.

APS Response The PVNGS Units 1, 2, and 3 LRA online reference portal will disable any printing, saving, or downloading functions to any location other than a printer or server controlled by APS. (APS cannot prevent a user from printing a screen print or photographing the computer screen with a camera.)

" The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents.

APS Response The PVNGS Units 1, 2, and 3 LRA online reference portal will be sufficiently secure to prevent the NRC staff from printing, saving, or downloading any documents. (APS cannot prevent a user from printing a screen print or photographing the computer screen with a camera.)

" Staff given password access to the online reference portal will be informed of the conditions of use of the online reference portal by NRC project managers.

APS Response APS understands that the NRC staff who are given password access to the online reference portal will be informed of the conditions of use by the NRC license renewal project managers.
