CONCERNING REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE CALLAWAY PLANT, UNIT 1, LICENSE RENEWAL APPLICATION (TAC. NO. ME7708)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Union Electric Company (Ameren Missouri or the applicant) held a telephone conference call on November 26, 2013, to discuss and clarify the applicants technical comment No. 41 on Callaways Safety Evaluation Report with Open Items. The discussion is also associated with Ameren Missouris responses to the staffs requests for additional information concerning the Callaway Plant, Unit 1 license renewal application. provides a listing of the participants and Enclosure 2 contains a description of the staff concerns discussed with the applicant. A brief description on the status of the items is also included.

The applicant had an opportunity to comment on this summary.

SUMMARY

OF TELEPHONE CONFERENCE CALL CALLAWAY PLANT, UNIT 1 LICENSE RENEWAL APPLICATION November 26, 2013 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Union Electric Company (Ameren Missouri or the applicant) held a telephone conference call on November 26, 2013, to discuss and clarify Ameren Missouris technical comment No. 41 on the Safety Evaluation Report (SER) with Open Items and associated response to requests for additional information (RAIs) concerning the Callaway license renewal application (LRA). This was a continuation of the telephone conference call held on November 25, 2013.

Technical Comment No. 41: Flow-Accelerated Corrosion Program Discussion:

By letter dated June 5, 2013, Ameren Missouri provided technical and editorial comments on the staffs SER with Open Items related to the license renewal application of Callaway issued on April 23, 2013. Technical comment No. 41 is associated with the staffs evaluation of the Flow-Accelerated Corrosion Program and it states the following:

In the fourth paragraph on the page, the response to RAI B2.1.7-5a is paraphrased to state that ME-013 had been revised to limit the applicability to operability determinations and evaluations of reduced wall thickness due to corrosion and erosion. The wording in ME-013 does not specify reduced wall thickness due to corrosion and erosion, nor did the response to RAI B2.1.7-5a use this phrase.

The applicant also provided a suggested resolution for this comment by recommending the following change to the SER:

In its response dated November 8, 2012, the applicant stated that it had revised ME-013 to limit the applicability of the use of CMTRs to operability determinations and evaluations of reduced wall thickness due to corrosion and erosion to support continued plant operation until repairs could be implemented.

The staff stated that it had concerns with the applicants suggested resolution because the issues with the Engineering Design Guide ME-013 went beyond the use of certified material test reports (CMTRs). The staff noted that RAI B2.1.7-5a also addressed ME-013s basis for using a 10 percent increase in allowable stresses for wall thickness evaluations. Based on the recommended change, the staff stated that this potentially affected its previous evaluation of the applicants response to RAI B2.1.7-5a, and caused additional questions relating to the use of ME-013 for compliance with the ASME Code and the current licensing basis. Therefore, the staff stated that the applicants suggested revision in comment No. 41 was not acceptable, and the staff will contact the applicant to further discuss the issue and provide the staffs formal position.

Action: A follow-up telephone conference call will be scheduled.
