The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Union Electric Company (Ameren Missouri or the applicant) held a telephone conference call on April 28, 2014, to discuss changes to draft RAI 3.3.2.29-1, Aging of concrete piping in the circulating water system (021), for concrete piping added to the scope of license renewal in the applicants Amendment 31 to its Callaway Plant, Unit 1 (Callaway), license renewal application (LRA). provides a listing of the participants and Enclosure 2 contains a description of the items discussed. The participants agreed that the call was useful in clarifying the points of view.

The applicant had an opportunity to comment on this summary.

SUMMARY

OF TELEPHONE CONFERENCE CALL CALLAWAY PLANT, UNIT 1 LICENSE RENEWAL APPLICATION April 28, 2014 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Union Electric Company (Ameren Missouri or the applicant) held a telephone conference call on April 28, 2014, to discuss changes to draft RAI 3.3.2.29-1, Aging of concrete piping in the circulating water system (021), for concrete piping added to the scope of license renewal in the applicants Amendment 31 to its Callaway Plant, Unit 1 (Callaway), license renewal application (LRA).

Discussion The applicant provided an update of its considerations regarding draft RAI 3.3.2.29-1, and stated that it believed the newly-added concrete piping components would be better age managed under its Structures Monitoring aging management program (AMP). It stated that this AMP contains appropriate program elements of detection of aging effects and parameters monitored or inspected and provides proper guidance on qualifications for personnel who will perform the inspections of the components.

The staff and the applicant agreed that, if Ameren Missouri provides a revision to its Amendment that places the affected concrete components under the Structures Monitoring AMP and manages aging effects in accordance with that program, that the draft RAI would not be necessary and would be dropped. The applicant stated that it will provide this update as a part of its up-coming May 5, 2014, package submittal.

Regarding the applicants letter dated December 20, 2013 (Ameren Missouri No. UL-NRC-06057) the staff noted an apparent deletion of a commitment: an enhancement associated with inspecting 100 feet of fire water system buried piping every 3 years. The applicant agreed to re-instate this item into its Commitment No. 10 and the associated UFSAR summary.

The discussion also addressed an item regarding newly-added components in the applicants Amendment 34 (a Nitrogen Tank concrete foundation and an associated concrete lined trench).

The applicant agreed that the Structures Monitoring Program scope of program (LRA Appendix B2.1.31, enhancements; and Table A4-1 item 23) should be enhanced by adding these components; alternatively, if the components are already clearly covered, then the applicant will provide an explanation of how that is accomplished in the current text version.

The applicant stated that it will provide these updates as a part of its up-coming May 5, 2014, package submittal.
