1) ULNRC-05830 dated December 15, 2011 2) ULNRC-05939 dated December 19, 2012 3) NRC Letter, "Request for Additional Information for the Review of the Callaway Plant, Unit 1 License Renewal Application, Set 28 (TAC No. ME7708)," dated October 7, 2013 By the Reference 1letter, Union Electric Company (Ameren Missouri) submitted a license renewal application (LRA) for Callaway Plant Unit 1. The application included the License Renewal Application (LRA), and the Applicant's Environmental Report-Operating License Renewal Stage. Reference 2 transmitted the 2012 LRA Annual Update. As required by 10 CFR 54.21(b), each year following submittal of the LRA, an amendment to the LRA must be submitted that identifies any change to the current licensing basis (CLB) that materially affects the contents of the LRA, including the Final Safety Analysis Report (FSAR) supplement.

Reference 3 dated October 7, 2013 transmitted Request for Additional Information (RAI) Set 28 related to our application.

This LRA Annual Update covers the period from October 1, 2012 through September 30, 2013, with the exception of the FSAR portion. The FSAR portion of this update includes FSAR changes made in FSAR Revision OL-20 covering the period up to May 29, 2013. The Annual Update is contained in ****************************************

2) and identifies LRA changes (line-in/line-out LRA pages) that have been made to reflect the following:

(1) Changes to the CLB that materially affect the LRA a. There have been no additional changes to the CLB that materially affect the LRA. (2) Updates to commitments

a. Revised Commitment 4 in LRA Table A4-1 to show implementation ofthe Reactor Vessel Internals program (MRP-227-A).
b. Revised Commitment 6 regarding inspections of internal coatings in Open-Cycle Cooling Water Systems. c. Revised Commitment 9 to reflect completion of visual inspection of the Halon fire protection system components.
d. Revised Commitment 10 regarding enhanced inspections of the fire water system. e. Revised Commitment 13 to reflect completion of commitments regarding the Reactor Vessel Surveillance Program. f. Revised Commitment 17 regarding the External Surfaces Monitoring ofMechanical Components program. g. Revised Commitment 33 to delete a reference to LRA Section B2.1.6. h. Revised 4 commitments to refer to Ameren Missouri rather than Callaway.

This includes Commitments 34, 35, 41, and 42 in LRA Table A4-l. (3) Implementation of NRC License Renewal Interim Staff Guidance a. LR-ISG-2012-02 Ameren Missouri has routinely included amendments to the LRA with responses to requests for additional information (RAI). Information from previous amendments (Amendments 19-27) is not repeated in Enclosure

2. For reference, a summary table ofLRA correspondence for the 12 month period covered by this update is included in Enclosure
3. Reference 3 dated October 7, 2013 transmitted Request for Additional Information (RAI) Set #28 related to our application.

Enclosure 1 contains Ameren Missouri's response to the request contained in the October 7, 2013 RAI. Amendment 28 (Enclosure

2) also includes changes made as a result of the RAI response.
