SOUTH TEXAS PROJECT, UNITS 1 AND 2, LICENSE RENEVVAL APPLICATION ONLINE REFERENCE PORTAL (TAC NOS. ME4936 AND ME4937)
Dear Mr. Powell:
The U.S. Nuclear Regulatory Commission (NRC or the staff) has received your application dated October 25,2010, for the renewal of Operating License Nos. NPF-76 and NPF-80, for South Texas Project (STP) Units 1 and 2. On January 13, 2011, the NRC published a Federal Register notice of acceptance for docketing of the license renewal application (LRA).
To aid the environmental and safety reviews, STP Nuclear Operating Company (STPNOC) and NRC staff discussed the use of an online reference portal that would allow the NRC staff and associated contractors limited, read-only access to the basis documents and other reference materials cited in the STP LRA. The online reference portal would allow the NRC staff to audit basis documents to determine whether the information contained in the documents supports the LRA. In cases where the staff identifies documents as necessary for its analysis of the LRA or development of the EIS, the staff will formally request those documents to be submitted on the docket.
As discussed in your letter dated February 17, 2011, you proposed and agreed to the following conditions:
The online reference portal will be password-protected, and passwords will be distributed to NRC staff and contractors directly involved in the STP Units 1 and 2 LRA review on a need-to-know basis; The online reference portal will disable any printing, saving, or downloading functions; The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; Staff given password access to the online reference portal will be informed of the conditions of use of the online reference portal by NRC project managers; and
