OF TELEPHONE CONFERENCE CALL HELD ON APRIL 9, 2014, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND UNION ELECTRIC COMPANY (AMEREN MISSOURI), PERTAINING TO THE CALLAWAY PLANT, UNIT 1, LICENSE RENEWAL APPLICATION (TAC. NO. ME7708)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Union Electric Company (Ameren Missouri or the applicant) held a telephone conference call on April 9, 2014, to discuss the applicants preparation of supplemental materials for its National Fire Protection Association (NFPA) 805 Gap Analysis response and potential interactions with NFPA 25 guidance, all of which is to be submitted to the staff by April 15, 2014, related to the review of the Callaway Plant, Unit 1, license renewal application. provides a listing of the participants and Enclosure 2 contains a description of the items discussed. The participants agreed that the call was useful in clarifying the points of view.

The applicant had an opportunity to comment on this summary.

OF TELEPHONE CONFERENCE CALL CALLAWAY PLANT, UNIT 1 LICENSE RENEWAL APPLICATION April 9, 2014 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Union Electric Company (Ameren Missouri or the applicant) held a telephone conference to discuss the applicants preparation of supplemental materials for its NFPA 805 Gap Analysis response and potential interactions with National Fire Protection Association (NFPA) 25 guidance, all of which is to be submitted to the staff by April 15, 2014, related to the review of the Callaway Plant, Unit 1 (Callaway), license renewal application (LRA).

Discussion The applicant expressed concerns that some of the aspects of LR-ISG-2012-2, Aging Management of Internal Surfaces, Fire Water Systems, Atmospheric Storage Tanks, and Corrosion Under Insulation, and request for additional information (RAI) 3.0.3-3a, Firewater system follow-up, may exemplify a potential conflict for plants that have NFPA 805 approved as the basis for their fire protection program, as opposed to a program based upon a deterministic approach under 10 CFR 50.48(a). The applicant stated that many of the test and inspection frequencies in the LR-ISG seemed to be of a fixed, deterministic type. The discussion then proceeded on issues of establishing or modifying test and inspection frequencies in light of a performance-based or risk-informed program.

The staff and the applicant discussed use of Electric Power Research Institute Technical Report (EPRI TR)-1006756, Fire Protection Surveillance Optimization and Maintenance Guide for Fire Protection Systems and Features, for potentially modifying test and inspection frequencies associated with Callaways license renewal commitments. The staff reviewed its safety evaluation on the Callaway NFPA 805 license amendment (Amendment 206) and the EPRI document. The staff stated that it did not have any objection to the applicants use of the EPRI document for license renewal commitments regarding RAI 3.0.3-3a subject to the following observations:

  • The applicants RAI response states that it will use the EPRI document
  • The RAI response states that data to be used in analyzing the potential for modifying test and inspection frequencies would not be obtained any earlier than 5 years prior to the period of extended operation.
  • The RAI response states the minimum sample size that will be used to modify test and inspection frequencies.
  • The EPRI document would not be used to modify: fire water storage tank inspections/tests, underground flow tests, and inspections of normally dry but periodically wetted piping that will not drain due to its configuration. The staffs position is that modifications of these were not supported by the EPRI document.

The applicant stated that it understood the staffs positions and would take them into account as it prepared its supplemental material.
