~Ameren MISSOURI December 19,2012 ULNRC-05939 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555-0001 Ladies and Gentlemen:

10 CFR 2.101 10 CFR 2.109(b) 10 CFR 50.4 10 CFR 50.30 10 CFR 51.53(c) 10 CFR 54 DOCKET NUMBER 50-483 CALLA WAY PLANT UNIT 1 UNION ELECTRIC CO.

FACILITY OPERATING LICENSE NPF-30 Callaway Plant ANNUAL UPDATE TO THE CALLA WAY LICENSE RENEWAL APPLICATION RESPONSE TO RA1 SET #18

References:

1) ULNRC-05830 dated December 15, 2011
2) NRC Letter, "Request for Additional Information for the Review of the Callaway Plant, Unit 1 License Renewal Application, Set 18 (T AC No. ME7708)," dated December 7, 2012
3) ULNRC-05903 dated September 6, 2012 By the Reference 1 letter, Union Electric Company (Ameren Missouri) submitted a license renewal application (LRA) for Callaway Plant Unit 1. The application included the License Renewal Application (LRA), and the Applicant's Environmental Report-Operating License Renewal Stage.

As required by 10 CFR 54.21 (b), each year following submittal of the LRA, an amendment to the LRA must be submitted that identifies any change to the current licensing basis (CLB) that materially affects the contents of the LRA, including the Final Safety Analysis Report (FSAR) supplement.

This LRA Annual Update identifies LRA changes that have been made to reflect the following:

(1) Changes to the CLB that materially affect the LRA (2) Completed enhancements and commitments (3) Implementation of NRC License Renewal Interim Staff Guidance PO Box 620 Fulton, MD 65251 AmerenMissouri.com

ULNRC-05939 December 19, 20 12 Page 2 contains a summary of the changes to the LRA and, in addition, provides line-in/line-out LRA pages in Amendment 18. This update covers the period from July 1, 2011 through September 30, 2012, with the exception of the FSAR portion, which covers those changes made in FSAR Update

19.

Additionally, Ameren Missouri has routinely included amendments to the LRA (Amendments 1-18) as part of previous transmittals of responses to requests for additional information (RAI). Some of those amendments incorporated changes to the CLB that materially affected the contents of the LRA and therefore are not repeated in Enclosure 2. For reference, a summary table ofLRA correspondence is included in Enclosure 3, which includes a listing of all amendments submitted to date.

Reference 2 dated December 7, 2012 transmitted the eighteenth Request for Additional Information (RAI) related to our application. Enclosure 1 contains Ameren Missouri's response to the request contained in the December 7, 2012 RAI. This response to this RAI includes an update to the response originally transmitted by Reference 3.

It should be noted that a change to one (1) commitment (Item #2) is reflected in Table A4-1 (within ).

If you have any questions with regard to this update, please contact me at (573) 823-9286 or Ms. Sarah Kovaleski at (314) 225-1134.

I declare under penalty of perjury that the foregoing is true and correct.

Sincerely, Executed on: De ce~be Y"
