license Renewal Application (LRA) Section B2.1.16, "Fuel Oil Chemistry," states that the applicant identified blisters in various locations during an inspection of the emergency diesel generator fuel oil storage tank, TJE01A. The applicant stated that the condition of the internal tank coating was inspected and determined to be in acceptable condition. Subsequently, in a letter dated October 31, 2012, the applicant amended the LRA by stating that the blisters in the emergency diesel generator fuel oil storage tank will be removed and the base material inspected for aging. The applicant documented this change in Commitment No. 12 of the LRA.
Issue:
Debris from degraded coating could potentially have a deleterious effect on components downstream of the fuel oil storage tank should enough debris accumulate in the bulk fuel oil. It is unclear to the staff, based on a review of the applicant's October 31, 2012, submittal whether the tank lining will be completely removed or if only the blistered portions will be removed.
Request:
- 1) Please clarify the extent of remediation planned for the tank coatings. In your response, describe what process or procedure will be used to repair the blisters. Additionally, please update Com mitment No. 12 to reflect the remediation planned and repair of the blisters.
- 2) If some of the existing coating will be left in service following repair of the blistered area, discuss how Union Electric Company (Ameren Missouri) will ensure that the coating adjacent to the blisters will remain intact once the repairs are complete at Callaway.
Discussion: Ameren Missouri requested clarification on whether the staff's concern with debris from degraded coating was in reference to the current tank condition, or a future condition that could result due to repair activity. Ameren Missouri restated that the condition of the internal tank coating has been inspected three times at 10-year intervals, and that all three inspections results stated that the tank coating was in acceptable condition. Ameren Missouri also stated that while inspection results note that small blisters were observed, there is no site operating experience documenting cracking, disbonding, or other unacceptable coating conditions. The staff clarified that its concern about debris from degraded coating having a deleterious effect on downstream components is specific to debris that could result from coating removal activities.
The staff noted that Commitment No. 12 in LRA Table A4-1 states that the blisters will be removed, but does not indicate if the coating will be repaired. Ameren Missouri stated that the intention was to repair the coating after the blisters were removed. The staff requested that Commitment No. 12 be revised to include the applicant's intention to repair the coating.
Ameren Missouri understood the staff's request and offered to address it via an amendment to LRA Table A4-1, "License Renewal Commitments," Commitment No. 12 in an upcoming RAI response letter. The staff agreed with the Ameren Missouri's proposal and will not issue draft RAI B2.1.16-3 because the applicant will address the staff's concern in draft RAI B2.1.16-3 through LRA amendment.
Action: Ameren Missouri will revise Commitment No. 12 in LRA Table A4-1 to clarify that the blisters will be removed and repaired.
Draft RAJ B2.1.5-4b
Background:
By its letter dated November 8, 2012, the applicant responded to RAI B2.1.5-4a, which addressed the inspection method and frequency for the degradation indications in the reactor vessel bottom head.
In its response, the applicant stated that VT-3 examinations will be conducted to monitor the indications in the reactor vessel, consistent with American Society of Mechanical Engineers (ASME) Code Section XI, Table IWB-2500-1, Examination Category B-N-1. The applicant also stated that the acceptance standard for the VT-3 examination is ASME Code Section XI, IWB 3520.2, which allows a reduction of nominal section thickness of up to 5 percent due to corrosion or erosion. In addition, the applicant stated that if a future VT -3 examination finds that an indication has degraded, the applicant's corrective action program would determine any additional inspections required to characterize the indication, which may include an ultrasonic examination.
Issue:
The staff noted that the VT -3 examinations are not capable of monitoring the depths of the indications in the reactor vessel. The applicant's response to RAI B2.1.5-4a does not clearly address how the applicant's examinations will monitor the depths and depth-related conditions of the indications for the period of extended operation.
Request:
Clarify how the applicant will monitor the depths and depth-related conditions of the indications in the reactor vessel in order to determine whether the thickness of the reactor vessel wall is reduced. Such methodology should also be clearly described in the summary description of the program in the Final Safety Analysis Report (FSAR) supplement.
Discussion: The staff provided clarification related to its concern in draft RAI B2.1.5-4b and stated that it will revise the second sentence of the request as follows:
