SCHEDULE REVISION FOR THE SAFETY REVIEW OF THE CALLAWAY PLANT, UNIT 1, LICENSE RENEWAL APPLICATION (TAG NO. ME7708)

Dear Mr. Diya:

By letter dated December 15, 2011, Union Electric Company (Ameren Missouri) submitted an application pursuant to Title 10 of the Code of Federal Regulations {10 CFR) Part 51 and 10 CFR Part 54, to renew operating license NPF-30 for the Callaway Plant, Unit 1 (Callaway),

for review by the U.S. Nuclear Regulatory Commission (NRC) staff. This letter is to inform you of a change in the safety review schedule for the Callaway license renewal review.

The staff is revising the following safety review milestones "Advisory Committee on Reactor Safeguards (ACRS) subcommittee meeting," "Issue Final SER," and "ACRS full committee meeting." The "Advisory Committee on Reactor Safeguards (ACRS) subcommittee meeting" is revised from February 2014 to May 2014 because the staff needs additional information to complete its review of unresolved technical issues, in particular those concerning Materials Reliability Program (MRP)-227 -A action item 1. Due to the revision of the ACRS subcomittee meeting, the safety review milestones "Issue Final SER" and "ACRS full committee meeting" are revised from March to September 2014, and from April to October 2014, respectively.

The staff notes that to complete all the necessary safety review activities (e.g., ACRS Subcommittee meeting, Final SER, ACRS Full Committee meeting) to support issuance of a renewed license for Callaway before the end of 2014, Ameren Missouri needs to resolve all technical issues by June 16, 2014. Therefore, final responses to all unresolved technical issues need to be provided to the staff no later than May 16, 2014. The unresolved technical issues are the following: (1) MRP-227-A action item 1; (2) clevis insert bolts; (3) internal surfaces and coatings operating experience; (4) National Fire Protection Association-805 gap analysis; (5) loss of material and loss of preload in submerged bolting; and (6) all outstanding RAis. After receiving your responses, the staff will review and incorporate them into its safety review. The timeliness and quality of your responses is essential to maintain the schedule, and any delay could result in additional revisions to the enclosed schedule with the potential of leaving milestone schedule dates to be determined.

Enclosed is the staffs revised review schedule reflecting updates to the safety review for the Callaway license renewal application (LRA). The NRC will continue to follow established review procedures and the enclosed schedule to complete the reviews required by 10 CFR Part 54.
