STRUCTURAL GENERIC ISSUES REPORT

Dear Mr. Noonan:

Enclosed are 15 copies of the following documents.

o CPSES Design Basis Consolidation Program Plan 0 Civil / Structural Generic Issues Report The CPSES Design Adequacy Program progress has been evaluated and a determination has baen made to perform a thorough review and assessment of the design documentation in the Civil / Structural, Mechanical, Electrical, and Instrumentation and Controls areas. Design documentation will be collected, organized and upgraded to demonstrate the adequacy of safety related aspects of the design in these areas. The enclosed CPSES Design Basis Consolidation Program (DBCP) Plan outlines the approach to accomplish this goal. This program has been developed and will be implemented by Stone & Webster Engineering Corporation (SWEC).

This effort will be scheduled to complete review activities by July, 1987 with a summary report to be issued at that time. The basic approach of this program is to consolidate plant design criteria into formal Design Basis Documents. The design will be divided into design packages. Each package will be evaluated based on design documents, test results, and othr available data to determine whether plant safety functions will be performed as required. This program will yield documented design validation packages which support the safety related aspects of the plant design.

Page 2 The Civil / Structural Generic Issues Report (GIR) has been prepared to resolve the specific design concerns raised by design reviews including the third party review by TERA Corporation. The GIR provides commitments for the resolution of the TERA Issue Resolution Reports (IRR) as well as the commitment to resolve each individual Discrepancy Issue Report (DIR).

Appendix 0 of the Gene'ric I_ssues Report addresses the concerns identified by TERA Corporation regarding seismic analysis. Based on an evaluation of the structural seismic analysis performed by Stone & Webste- Engineering Corporation to support the Pipe Stress and Support reanal;si: program and the types of items identified by TERA, it is not evpected that the plant seismic design basis would be affected. The program described in Appendix 0 wil.1 provide ful ther assurance that the design basis Amplified Response Spectra (ARS) are adequate.

In summary, the relationship between the enclosed documents is that the GIR identifies the commitments to resolve identified concerns and the DBCP Plan provides the program outline to accomplish this resolution as well as to evaluate and assess other aspects of the design.

The mechanical, electrical and I&C Generic Issues Reports will be forwarded in separate submittals. .

In order to provide additional assurance that this program satisfies the concerns raised, TERA will overview this. program to the extent required for it to determine the adequacy of the program to resolve the identified concerns.
