DOCKET N0. 50-445 AND 50-446 RESPONSE TO GENERIC LETTER 85-06 ANTICIPATED TRANSIENTS WITHOUT SCRAM (ATWS)

Dear Mr. Noonan:

NRC Generic Letter 85-06 dated April 16, 1985 provided the quality assurance guidance for ATWS equipment that is not safety related. In addition, the letter requires Westinghouse near term operating licensees to provide the NRC with an implementation schedule fcr the ATWS Mitigating System Actuation Circuitry ( AMSAC), which will meet the requirements of 10 CFR 50.62 paragraph (c)(1). . Implementation of AMSAC at CPSES is scheduled for December 1, 1986.

Westinghouse Topical Report WCAP-10858, "AMSAC Generic Design Package",

which describes the three generic designs, was submitted to the NRC for review on July 25, 1985. Texas Utilities is a member of the Westinghouse Owners Group (WOG) and is participating in the WOG AMSAC generic design program. The December 1, 1986 date for CPSES is an estimate, based on NRC approval of the topical report. Delay of approval or revision to the topical report will necessitate a revised CPSES implementation date. If implementation is expected to occur after the issuance of a 5% power license, the NRC will be notified.
