-' February 13, 1986 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-86-14 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this date.

SUBJECT:

MILD EARTHQUAKE FELT AT SITE The NRC senior resident inspector was in the control room at 6:43 this morning when a vibration accompanied by a loud rumble was felt. The resident and licensee personnel conducted a rapid surveillance of the plant turbine and auxiliary buildings and found no damage.

Earthquake detection eauipment located 10 miles away at Lake Jocassee, a combination dam, hydroelectric generator and pumped storage facility operated by the licensee, recorded a slight tremor. A preliminary review of detection equipment at the site indicated no evidence of a ground movement or tremor.

The licensee declared an Unusual Event at 7:15 a.m. (EST) in order to avoid noncompliance with hRC requirements. There was no damage to the plant. Unit 1 is in the process of being taken off line for scheduled refueling and Units 2 and 3 continued to operate unaffected.

The licensee is responding to numerous telephone inquiries from area residents and media representatives.

The State of South Carolina has been informed.

The resident inspector is reviewing circumstances associated with this event, including an i inquiry as to why the tremor, which was recorded on instruments 10 miles away, was felt in the control room but did not set off control room alarms.

The NRC (Region II) received initial notification of this event by telephone from the resident inspector at 7:15 a.m. (EST).
