SUBJECT:

50,000 GALLONS OF PRIMARY WATER IN CONTAINMENT .

On May 4 between 11:30 a.m. and 2:00 p.m., while the reactor coolant system (RCS) was open to atmosphere, 50,000 gallons of reactor coolant overflowed onto the containment building floor.

The reactor has been shut down since April 21 due to a steam generator ,

tubeleak(PNO-78-90). The reactor coolant system (RCS)'was partially '

drained to permit draining the once-through-steam-generators (OTSG) for .

tube plugging. Steam generator manways had been previously removed. fG The RCS temperature was being controlled at 70 degrees F by recirculating  :

( through the low pressure injection system (LIPS), a normal path for j

decay heat removal. The single suction valve from the RCS system to the i LPI pumps was shut during surveillance test and could not be fully  !

reopened causing a loss of normal decay heat removal capability at 11:30 a.m. 50,000 gallons of water from the borated water storage tank were injected into the RCS for decay heat removal. The injected water overflowed. out the open manways. At 2:00 p.m. the valve was reopened and normal decay heat removal was reestablished. The RCS water temperature reached a maximum of 215 degrees.

The licensee reported that there has been no release of radioactivity to l the environment and that no contamination of personnel occurred. The l

spilled water is being pumped from the containment to waste hold-up l tanks.

Media interest has not occurred. A news release is planned by the licensee. The NRC does not plan to issue a news release. The State of South Carolina has been notified. IE inspectors are at the site to review.this matter.
