SUBJECT:

UNPLANNED RADIOACTIVE GAS RELEASE WITHIN REGULATORY LIMITS On October 13 at approximately 9:30 a.m. while performing routine checks of the Oconee Unit 2 reactor containment purge valves, procedural steps were not followed in the proper sequence. This resulted in a purge path being opened to the environment for about 46 seconds. The containment was at 0.6 psig and decreased to 0.2 psig during this time, releasing 13 curies of noble gases, 75 microcuries of iodine-131, and 465 microcuries of tritium. No technical specification limits were exceeded. This release is 0.026 percent of the annual limit. The resulting total dose at the site boundary due to this unplanned release was calculated by the licensee to be 0.003 millirem. Region II Radiation Specialists will followup on this event during the next scheduled routine inspection.

Media interest is expected as the licensee is making a press release. The hRC dose not plan a news release.

The State of South Carolina has been notified.

Region II (Atlanta) received notification of this occurrence by telephone from NRC HQ Duty Officer at 8:00 a.m. on October 14, 1980. -
