Gentlemen:

1 .

Enclosed for your review, prior to our scheduled meeting of September 4,1987,

is the SALP 7 Board Report for the Callaway Nuclear Plant covering the period

June 1, 1986 through May 31, 1987. This period encompassed full power

operations and an extensive maintenance outage.

In accordance with NRC policy. I have reviewed the SALP Board assessment and'

concur with the assigned ratings. It is my view that Union Electric Company's

conduct of nuclear activities in connection with the Callaway Plant shows an

appropriate concern for nuclear safety. Specific areas I would like to

highlight are:

1. The Callaway Plant has earned seven Category I ratings and no Category 3

ratings. These ratings reflect strong performance in most functional

i areas. The Category I ratings were in the areas of security, outages,

training, maintenance, emergency preparedness, quality programs, and

licensing activities. Each of the last four areas improved from a '

Category 2 rating during the previous assessment period.

2. Performance in the area of surveillance declined from Category 1 to

Category 2 because of the increased number of reportable events and

deficiencies in the initial surveillance program. Subsequent to this

assessment period, an upward trend of surveillance deficiencies

attributable to personnel errors has been noted and indicates an area

needing improvement. I understand you have initiated action to improve

your performance in this area.

In evaluating the overall operational and regulatory performance of the newer

plants, I rate Callaway as one of the best performers.

While you will have sufficient opportunity to present your comments at the

meeting on September 4,19$7, we also solicit written consnents within 30 days

after the meeting to enable us to thoroughly evaluate your consnents and to

provide you with our conclusions relative to them.

In accordance with 3ection 2.790 of the NRC's " Rules of Practice," Part 2,

. Title'10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Public Document Room.
