J APPLICANTS' EIGHTH PROGRESS REPORT Pursuant to the Board's " Memorandum and Order (Progress Report and Notice of Available Documents)" entered June 6, 1986, the Applicants submit herewith their eighth " Progress Report".

This Progress Report covers the period August 26, 1987 through October 25, 1987.

1. CPRT Progress The Senior Review Team ("SRT") has approved and published 44 Results Reports (representing 43 Issue Specific Action Plans or Discipline Specific Action Plans), as set forth in Attachment 1.

Drafts of six additional Results Reports (Attachment 2) are under consideration by the SRT and are being finalized, while only one other Issue Specific Action Plan is still in various steps of implementation (Attachment 3).

The overall status of the ISAP Results Reports by discipline is summarized in Attachment 4. As this attachment shows, 6 ISAP Results Reports are yet to be published and the breakdown by discipline is as follows:

The notice to CASE of the availability of the Working Files for all but four of the published ISAP and DSAP Results Reports has been made (and those notices will go out as soon as the files have been assembled). Responses to the Board's 14 questions have l been provided for all but 15 of the published Results Reports and preparation of responses to the Board's 14 questions for these 15 Results Reports is in process.

Six Action Plans remain to be completed and Results Reports published therefor. All of these Results Reports are expected to be completed (completed, with respect to an action plan, refers to the approval of the Results Report by the SRT) within the fourth quarter of 1987; however, as noted in prior Progress Reports, the

CPRT does not work tc a project schedule in the normal sense in which the term is used.

The CPRT Program Plan Appendix B Collective Evaluation Report is in preparation and is expected to be published in November, 1987. The DSAP Results Report relating to Train A, B, and C > 2" Conduit is under consideration by the SRT and is expected to be published in November, 1987.

On August 20, 1987, Applicants' filed a " Motion for Establishment of Schedule" requesting that the Board establish a schedule for identification and litigation of such matters as remain to be resolved under Contention 5. Applicants will file their response to the ASLB Conference Plan (October 8, 1987) on October 30, 1987.

2. Corrective Action Program on September 8, 1987, TU Electric provided further infor-mation to the NRC staff concerning the Technical Audit Program and Engineering Functional Evaluation (TXX-6676) and the Post Construction Hardware Validation Program (TXX-6712) i Corrective Action Program Project Status Reports for all i

technical disciplines are in preparation. The Project Status Reports will be published in series as they are completed. The I present schedule calls for publication of most of the Project Status Reports by the end of 1987.

Two Specific Technical Issue Reports (SWTU-3971 and SWTU-3972) were prepared during the reporting period as indicated on the Annotated Bibliography attached to this Progress Report.

i Several public meetings relating to technical discussions among the NRC Office of Special Projects, TU Electric and various engineering contractors were held during this reporting period.

These public meetings are as follows:

Date Letter No. SDAR No. Subject 6/19/87 TXX-6533 CP-86-79 Over-Torqued Westinghouse AR Relays This is a final report of a deficiency involving the possible overtightening of the contact cartridge _ terminal screws on the Westinghouse AR Relays.-

Westinghouse provided an evaluation which concluded that torque ranges in excess of those applied to terminal screws at_ the time of installation at CPSES were acceptable and would not affect equipment operability or qualified life. The change in allowable torque ranges is currently being incorporated into specifications and drawings. Since this deficiency would not have caused a condition adverse to the safety of under the provisions of 10 CFR 50.55(e) plant operations, it is not reportable Date Letter No. SDAR No. Subject 9/18/87 TXX-6746 CP-87-60 ASCO Solenoid Valves This is a final report of a deficiency involving Automatic Switch Company Solenoid Valves which may not be qualified when utilized in a harsh enviornment. Testing has demonstrated that the valves are qualified when exposed to harsh environments. Based upon testing and evaluation this issue would not have caused a condition adverse to plant safety, therefore, it is not reportable under.the provisions of of 10 CFR 50.55(e).

Evaluation of this issue- for safety significance has confirmed that adequate assurance exists that all fillet welds on cable tray fittings were performed using approved procedures and by qualified welders.

Further reviews of documentation concluded that lack of- welder traceability did not compromise weld quality. This-issue, therefore, does not represent a significant deficiency in design or construction of the plant and is not i reportable under provisions of 10 CFR 50.55(e).

Evaluation of deficiencies noted in this report and in 50AR CP-87-72 are being evaluated in the same Specific Technical Issue Report (STIR-SWEC-S-015) therefore all future reports regarding these deficiencies will be reported under SDAR CP-87-72.

evaluation of potential seismic stress, the transformers in their 'nstalled configurations were found to comply with the AISC Manual of Steel Construction limits. It has been determined, therefore, that this item is not reportable under the provisions of 10 CFR 50.55(e).
