DOCKET N05. 50-445 AND 50-446 CABLE TRAY WELD DOCUMENTATION REQUIREMENTS SDAR: CP-87-77 (FINAL REPORT)

Gentlemen: l l l On August 26, 1987, we verbally notified your Mr. H. S. Phillips of a potentially reportable item involving inadequate documentation of Cable Tray i Welds. This issue, identified during third party inspection, is addressed in  !

l Corrective Action Request (CAR)87-033. After further evaluation we have l determined that this issue is not reportable pursuant to the seguirements of I 10CFP50.55(e).

Weld documentation for cable trays normally consists of the inspection report ,

with the QC inspector signature, the welders identification symbol and weld l duplication information. This was true of weld documentation generated during 1 t1e early stages of Comanche Peak construction. However, during a review of these documentation packages it was determined that some of above information was missing from 21 items. Those 1 items were determined to be a special case and not the result of a generic problem.

Despite the missing documentation, adequate assurance exists that all fillet welds on cable tray fittings were performed t.:ing a single approved welding pr ocedure specification (No. WPS-10046), by welders qualified in accordance with a single specification (Welding Engineering 5 specification No. WES-031) for manual shielded metal are welding using E7018 electrodes. Considering the l circumstances, the lack of welder traceability to each individual fillet weld does not compromise the weld quality. The cable tray fillet welos produced in l accordance with WPS-10046/WE5-031 are metallurgically and structurally adequate for their intended purpose.

Weldina other than fillet welding was also identified on horizontal adjustable fittings. This welding was associated with temporary devices intended to f acilitate tray alignment during const ruction. These devices are being removed as noted per a reportable deficiency logged SDAR: CP-87-59.

Had this documentation problem not been discovered, no condition adverse to safe operations would have existed. We have concluded that this issue is not reportable under the provisions of 10CFR50.55(e).
