SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 CABLE TRAY TRANSVERSE CLAMPS SDAR: CP-87-48 (INTERIM REPORT)

Gentlemen: i On July 22, 1987, we verbally notified your Mr. H. S. Phillips of a deficiency involving the mixing of inside transverse clamps (Type "C") on one side of a cable tray and outside transverse clamps (Types "A" and "G") on the other side. We are reporting this issue under the provisions of 10CFR50.55(e) and the required information follows.

DESCRIPTION During engineering validation activities performed in accordance with the corrective actions for a reportable deficiency (logged SDAR: CP-85-52), a mixing of cable tray clamp types have been observed which deviates from the governing installation drawings.

The scope of this issue is limited to cable tray clamps in Unit 1.

Engineering evaluation of the cable tray clamp combinations for all accessible installations has resulted in the identification of six unacceptable combinations.

SAFETY IMPLICATIONS In the event these deficiencies had remained undetected, a transverse movement of the cable trays could occur during a seismic event which in turn could result in an inability of the associated safety related systems to perform as required for system operation and safe shutdown.

CORRECTIVE ACTION A 100t validation of installed clamp combinations will be performed by engineering in accordance with procedure CPE-EB-FVM-CS-100 to identify unacceptable clamp combinations which require correction. Nonconformance Reports will be issued to document these conditions. Thermolag material will be removed as required to allow validation of clamp types.

Unacceptable clamps will either be replaced by an acceptable clamp or an j additional clamp will be provided. In accordance with the area completion schedule the applicable CTH drawings will be revised to incorporate all j modifications.

(. l l Our next report on this 1ssue providing a status of our corrective actions will be submitted no later than September 23, 1987.
